I don't know about FRET between Rh and Cy5, although in principle it should be possible. However, I 
do know from experience that if you put too many rhodamines on the dextran (which is easy to do) 
self-quenching will reduce your fluorescence intensity. There is no reason why coupling it to dextran 
should a priori reduce emission, at least compared to aqueous solution.
