I don't know of any particularly good commercial designs, but Peltier
effect (thermoelectric) linear controllers are easy to make.  In order to
get more specific, I would need to know the physical constraints (is it a
single cultured cell or a whole animal you are maintaining, etc.) and the
variations that you expect in heat load during your experiments.  I would
guess that there are already good designs in Physiology that you could
copy, but I can send you the one I use if you want it.
