Try this:
ftp server:     ftp.genetics.bio-rad.com
login:          anonymous
password:       [log in to unmask]
directory:      /Public/confocal/cas

set binary mode (this depends on you ftp client software)
get SETUP402.EXE

I just tried it and it works.
