Subject: G7 Government Online and Democracy Bibliography Request

G7 Government Online and Democracy White Paper Bibliography
First Call for Submissions

An annotated bibliography is being produced as part of the G7
Government Online and Democracy White Paper. The bibliography will
provide a listing of notable articles, papers, planning and guideline
documents, and online resources related to government on-line and
democracy. The final paper and bibliography is due out in October
1997.

The deadline for bibliography submissions is July 31, 1997.

We would like specific suggestions on quality resources that should be
included in this special bibliography. We plan to focus the
bibliography on the following areas:

  - Government online efforts related directly to democracy (access
to governance and decision making processes, access to public
information, interaction with government officials, etc.).

  - General government online efforts. With a particular focus on
elements aimed at improving coordinated "single-window" access
to and dissemination of public information, well developed
government online standards and policies, systems and guidelines
for handling electronic correspondence and interaction, and
cost/benefit or budget analysis of government online activities.

  - Government supported efforts to provide broader access to
government online resources through such means as Internet public
access terminals, community networks, and other efforts.

  - Civic, media and commercial uses of information communications
technologies and their impact on democracy. This includes the
broader environment within which government online activities
    will take place.

We are especially interested in government sources that address these
subjects, but feel free to also submit non-government resources.
Contributions addressing the democracy side of government online
development are most welcomed.

The WWW form for submission of bibliographic information is
accessible from:

        http://www.state.mn.us/gol/democracy/

Please make your submissions as soon as possible. The final deadline
for submission is Thursday, July 31, 1997.

Editors of the bibliography are:

Gretchen Logan, Cyberspace Policy Research Group
University of Arizona, Tucson, USA

John Gotze, Swedish Agency for Administrative Development
Stockholm, Sweden.
