the content can certainly decrease, as the shortest known turnover
time for a protein (at least the shortest I have heard of) is about
30 minutes.  A lot depends on what kind of biological system you are
working with in the lab.

Increasing the synthesis in a eukaryotic cell would only likely take
place by faster translation, in the time order of 30 minutes.  In
prokaryotic cells, you can do a whole cell cycle in 30 minutes, so
there is hardly any doubt that transcription could be increased on
that time scale.
