I would second Loling Song's mention of spectral shifts in different
environments.  While doing some energy transfer experiments, we noted
spectral shifts in different types of samples, even though they
were mounted in the same media.  Separate samples of the same type
did behave similarly, so it's not hopeless.  Just very hard.
