We recently purchased two confocals for a shared facility from a grant
organised and largely written by one person and with written contributions
from several others and cash contributions from the organiser and a few
others.  We now give all who wrote bits for the grant a reduced rate, which
will last for at least two years, but no-one is given free use, even if
they put in a significant cash contribution.  THe facility couldn't survive
if we did this.  No-one has complained (at least publicly!).
