I watched the Piping Plover on the beach at Robbins Island park from 1:20 to 1:45 PM.  A number of people started using the beach then at it flew north along the shoreline.  I did not see any bands on the bird.  Thanks to all who posted!  Hopefully it will return when the beach quiets down.
