I was also out this morning and did not find the owl. I did see a shrike on 710th St, and another one on Hwy 56 south of Dodge Center. 

Returning home, I saw a rough-legged hawk perched in a tree where Hwy 77 crosses the MN River. Unfortunately I didn't have the opportunity to get a photo, as that would have meant stopping on the bridge.
