Yes a picture of the screen would be helpful. One picture is worth a thousand words.
There were three times I recall something similar on an 8900. 

One time the problem was a power resistor behind the CRT. If you remove the 4 screws around the CRT, (with the power to the electronics off), you can slide the CRT unit forward and see the components in the housing. It was one of the large black resistors that was bad. I think you could see cracking in the black substance of the resistor body.
The other time was in the CRT power amp circuit (water cooled at the bottom rear of the console). Can only access with all power off, chiller shut down. Not something you want to do unless you are trained. I believe one or more power amps were bad in the sealed box.

The third time was the CRT HV tank. Once again all power off. I don’t recall what component was bad in the tank.

So unless you slide the CRT out and see an obviously fried resistor, you need to call JEOL for service. I realize that demand service rates are outrageous, but it is likely the only way you will get it working again.
