Public Management and Policy Association


A new UK body for Public Management and Policy - the PMPA - is being been
launched. The first issue of its Review contains the following article
setting out the aims of the new Association. I thought colleagues might find
it interesting. Apologies for cross-posting.

I'm currently discussing with the organisers some link between PAM and the
new Association.

This is the launch issue of the Public Management and Policy Association
Review, which replaces the Public Finance Foundation Review. The Public
Management and Policy Association Review is the official newsletter of the
new Public Management and Policy Association. It contains a mix of short
articles, viewpoints on topical issues, news from the Public Management and
Policy Association's associate members and announcements from the Public
Management and Policy Association.
The Public Management and Policy Association, which incorporates CIPFA's
Public Finance Foundation, is a membership organization that brings together
managers and policy-makers from different disciplines across the public
services and provides a forum in which they can discuss public policy and
management issues that straddle programmes and sectors and affect all
managers working in the public services.
In today's fast moving and rapidly changing operational environment, people
in the public services and the organizations that employ them need to:

•Understand the issues-both current and emerging-affecting them and their
service.
•Maintain a broad awareness of developments in public policy-making and the
governance and financial and general management of public services.
•Learn from the experiences of others-from different professional
backgrounds and sectors, to avoid the costs and practical pitfalls of
'reinventing the wheel'.
•Understand the range of management techniques and tools available, to be
able to select the most appropriate in any particular set of circumstances.

Membership of the new Public Management and Policy Association will help
senior people in the public services and their employing organizations meet
these needs in a practical way. The Public Management and Policy Association
will:

•Provide an independent and impartial forum for dialogue, debate and the
exchange of ideas.
•Promote objective and authoritative analysis and comment.
•Promote the spread of new ideas and fresh thinking.
•Encourage a wider understanding of current issues and developments.

Networks and Partners
The Public Management and Policy Association is supported by a network of
professional bodies including the Association of First Division Civil
Servants (FDA), CIPFA, the Institute of Health Services Management, SOLACE,
the Association of University Administrators, the Civil Service College, the
British Accounting Association's Public Services Special Interest Group, the
Chief and Assistant Chief Fire Officers Association, the Committee of
Vice-Chancellors and Principals, the National Directorate of Police
Training, the Strategic Planning Society's Public Management Forum, and the
Public Administration Committee

of the Joint University Council.
The Public Management and Policy Association is managed by a Policy Board,
chaired by Michael Bichard (Permanent Secretary at the Department for
Education and Employment); the Vice Chairman is Karen Caines (Director of
the Institute of Health Services Management). Board members include
representatives of associated bodies, academics, commentators and practising
public sector managers. Day-to-day matters are overseen by an Executive
Committee, which is chaired by Mike Fogden (formerly Chief Executive of the
Employment Service).

Member Benefits
Membership benefits for 1998 include:

•An individual subscription to the quarterly journal Public Money &
Management (Volume 18, 1998). Public Money & Management is published by
Blackwell Publishers and the 1998 institutional rate is £154 (UK and
Europe). The journal is fully refereed and publishes freely submitted
articles by practitioners and academics, as well as commissioned articles on
a theme. Themes in 1998 include 'Public Sector Ethics'; 'Resource Accounting
and Budgeting in the Public Sector'; and 'Evidence-based Policy Management'.
Examples of recent and forthcoming articles are 'Regulation inside
government'; 'The "webbing" of British local government'; 'Output and
performance analysis'; 'London government: the key role of transport';
'Strengthening political leadership in UK local government'; 'Working across
professional boundaries: primary health care and social care'; 'Student
loans: towards a new public/private mix'; 'Complexity and cost in PFI
schemes'; 'Public services under New Labour'; and 'Performance information,
accountability and executive agencies'.
•The quarterly member newsletter: the Review.
•A place at the Public Management and Policy Association annual conference
to be held on 16 June 1998 in Brighton.
•Priority places at CIPFA/Times lectures (organized by the Public Management
and Policy Association) and other events. Recent and forthcoming lectures
include: Noel Hepworth on 'Preparing for the Euro'; Andrew Gray on
'Business-Like but not Like a Business: The Challenge for Public
Management'; Sue Richards on 'Partnership in Public Policy-From Contracting
for Service to Contracting for Outcomes'; Karen Caines on 'Policy and
Management in the New NHS'; and Sir Christopher Foster on 'The End of
Cabinet Government: What Next?'
•Public Management and Policy Association Reports (a minimum of three a
year).
•Other publications, at a discount.

The categories of membership available are individual and corporate:

•The PMPA individual member rate in 1998 is £65, individual members of the
associated bodies above can join in 1998 at the discounted rate of £39.
•The PMPA corporate membership in 1998 is £700 (£500 for educational
institutions). Corporate members nominate up to 10 members of their staff to
receive the individual benefits package.
