This is just a reminder that PUBPOL-L is not a discussion list.  It is
designed for announcements.  I'll post the description to remind folks of
it mission and purpose.

We did have a PUBPOL-D list for discussion, but it was put to bed based
on my own personal "tragedy of the commons." (It is a lot of work to keep
an active discussion list going because of error messages generated by
those who do not unsubscribe before their accounts close.)
