Globalisation and Public Management

EConference - May 98

Open for Business.........

For the whole of May the public-admin-and-management (PAM) email list will
be hosting a discussion on the above theme.
A number of colleagues have already sent contributions or indicated an
interest. Many new colleagues have joined the PAM list (which now stands w
people from every continent).

Some contributions have already been posted on the list.

If you are not a member, and want to catch up with the discussion, you can
look at contributions on the PAM Homepages:

EConference Questions

The questions the conference is posing are:

a) how far is globalisation - in the strong sense of convergent political
economies - happening? Is there still a "clash of civilisations" as some
argue or are we really entering a "borderless" and convergent world?

b) what is the inter-relationship between forces for convergence at the
societal level and public administration and management? Even if we are
subject to convergent globalisation, does this automatically mean convergent
public administration and management?

c) are 'western' models of public management reform (or at least their
distilled versions as used by IMF/World Bank/OECD etc) appropriate for
developing, newly developed and transitional states? Is there an
'appropriate stages' element to public management development and reform?
Are some reforms which are appropriate to old western public administrations
not right for different situations?

Contributions and Replies

Contributions can be made either in the form of "opening statements" or as
comments as the discussion proceeds (or both).
Contributors should:
* Identify themselves and their institutional affiliation (e.g. Professor
Colin Talbot, University of Glamorgan, UK)
* Limit their contributions to 1,000 words maximum (excluding any
references)
* Point list members to email or postal addresses or published sources of
material as appropriate.
* Make their contributions constructive and friendly - no "slanging matches"
please!

the reply to [log in to unmask] If you just hit
"reply" it will only go to the original sender.



Publication

My intention, assuming we receive sufficient quality submissions, to publish
a report in the International Journal of Public Sector Management (which I
Edit). This will either take the form of a summary of the discussion, or, if
we have a sufficient number of interesting and quality contributions, a
summary plus contributions.
Obviously authors would have a chance to revise their contributions before
publication.

To join the Public-Admin-and-Management list simply send the following

Make sure that you put all the hyphens into "public-admin-and-management".
