Make no mistake about it. The Minnesota Family Council is expecting it=

supporters in the legislature to mandate abstinence-until-marriage
curriculum for HIV and STD prevention education in schools. They want =
all
funding for the Minnesota AIDS Project eliminated. And, they want to s=

Minnesota Family Council sees a golden opportunity

Twenty years ago, after widespread Minnesota election victories for
liberals, a group of Christian conservatives met at North Heights Luthe=
ran
Church in Arden Hills to pray and organize resistance.


Today, thousands strong and fueled by more than $600,000 a year in most=
ly
tax-exempt donations, the Minnesota Family Council will celebrate its
anniversary at Elmwood Evangelical Free Church in St. Anthony, in the w=
ake
of widespread election victories for social conservatives.


The new political landscape offers unprecedented hope for the council's=

long agenda, its leader said.


That includes defending marriage, empowering parents and reversing the
civil rights gains of gays and lesbians, said council president Tom
Prichard, but it comes at a price.


"Before, we couldn't even get hearings on our bills," he said. "Now we =
have
to draft the bills, get sponsors, schedule hearings. It will take a lot=

more work."


The council claims clear majorities in both chambers of the Legislature=
,
plus a sympathetic new governor in Republican Tim Pawlenty, on its key
issues of opposition to abortion, benefits for same-sex domestic partne=
rs
and the Profile of Learning state graduation rule.


Critics say that the council, which demands that its board members sign=
 a
detailed profession of faith in fundamentalist Christian doctrine, is b=
uilt
on intolerance. Its leaders deny that, saying they reflect a back-to-ba=
sics
turn of mainstream Minnesota.


"The voters sent more pro-family, pro-life people to the Legislature an=
d
into elected office," Prichard said. "The trend toward cultural
conservatism is only picking up steam in Minnesota."


Going slow


The council isn't declaring total victory, however. For example, Pricha=
rd
said, it will go slow on its efforts to drop protection for gays and
lesbians from the Minnesota human rights statute. It may push this year=

only for an exemption in the law that would allow discrimination agains=
t
gays and lesbians based on religious objections, he said.


Likewise, the council's goals of banning what it calls "the promotion o=
f
homosexuality in the public schools" and giving preference to married
couples over the unmarried in adoption and foster care placements are n=
ot
top priorities, he said.


But the council's stand against tax increases and its support for expan=
ded
education and charitable-donation tax credits could help with its effor=
ts
to cut off government funding for abortion and the fight against AIDS. =
The
council wants the AIDS money redirected to programs that teach sexual
abstinence until marriage, although Prichard said simply eliminating th=
e
funds would be acceptable.


He's holding out hope for increasing the private education tax credit
because that would add "only $10 million" to the state's $4.56 billion
projected budget deficit, he said.


Meanwhile, the council has targeted for oblivion less than $3 million i=
n
biennial state grants to Planned Parenthood of Minnesota/South Dakota a=
nd
the Minnesota AIDS Project -- groups the council says espouse "radical
social agendas." The grants subsidize birth control programs, health
screening and AIDS prevention efforts.


The council has "done this consistently," said Bob Tracy, director of
community affairs and education for the AIDS Project. "It's been a 20-y=
ear
crusade to advance intolerance of diversity. A core part of their agend=
a
has always been to attack any sense of tolerance for a place in society=
 for
gays, lesbians, bisexuals and transgendered individuals."


Nonetheless, Tracy said, his group has joined the council on efforts to=

keep medical records out of a proposed state database. [Correction:
Actually, MAP worked with the Council on a bill last year to increase
health data privacy in workplaces. MAP does not oppose the state's hea=
lth
outcomes research efforts. -- MAP] The council also has teamed with som=
e
liberal groups to oppose expansion of gambling in Minnesota.


Constant mission


The council changed its name from the Berean League -- a reference to a=

biblical town noted for scholarship -- in 1992, but it hasn't changed i=
ts
mission: "To defend and strengthen the families of Minnesota by upholdi=
ng
Judeo-Christian principles in the public arena."


Families "should be founded on the lifelong marriage of one man and one=

woman," and their breakdown "is one of the most serious moral, social a=
nd
political crises facing our state and nation," says the council's State=
ment
of Principles.


According to a history of the council on its Web site (at
http://www.mfc.org), one of the key spurs to its formation was a Novemb=
er
1982 statement by the Minnesota Council of Churches ("composed of liber=
al
clergy and churches," the article says) supporting repeal of the state =
law
prohibiting sodomy.


Two decades later, the law banning oral and anal sex between consenting=

adults remains on the books. But the council remains tireless at ferret=
ing
out anything that smacks of acceptance of homosexuality as "a normal, v=
alid
lifestyle" or "the idea of a fluid sexual continuum," according to anot=
her
Web article. Gays and lesbians can change into heterosexuals, the counc=
il
insists. [Note ? The courts struck down the sodomy law in 2001. ? MAP]


About 5,000 donors, whose names are not public, have backed the council=
 in
the past two years, Prichard said. More than 81 percent of donations go=
 to
the council's tax-exempt educational and legal arms.


Educational activities include distribution of 1.4 million voters' guid=
es
since 1996 and daily two-minute spots on four Minnesota Christian radio=

stations (sample title: "Liberal Media"). Council lawsuits have overtur=
ned
domestic-partner benefits for Minneapolis city employees and university=

student fees going to liberal causes.


The council's non-tax-exempt lobbying has helped pass state laws bannin=
g
same-sex marriage and allowing a "moment of silence" in public schools.=
 Its
21-point agenda this year includes requiring Internet pornography filte=
rs
in public schools and libraries and banning distribution of contracepti=
ves
on school property.


The council has a self-perpetuating board of six, nine staff members, a=
n
e-mail action network of 7,600 and a mailing list of more than 25,000.


"The possibilities for change just about shout at us for attention," Mi=
ke
Christenson, the council's chief operating officer, wrote in the latest=

issue of its Pro-Family News. "Friends, the lines of engagement have be=
en
redrawn. We have opportunity like never before to make gains toward a
transformed Minnesota."





The council's legislative priorities for 2003:

=D8 Eliminate the Profile of Learning, the state's controversial
graduation rule.
=D8 Mandate an abstinence-until-marriage training option for schools=
 that
require sex education.
=D8 Open minor's medical records, now deemed confidential, to their
parents.
=D8 No tax increases.
=D8 24-hour waiting period for abortions, dubbed "Women's Right to K=
now."
=D8 Require Internet pornography filters in public schools and libra=
ries.
=D8 Drop "sexual orientation" from the state's human rights statute.=

=D8 Ban domestic partner benefits for state employees and mandates f=
or
firms doing business with local governments to provide them.
