Take Action! Talk About the Budget

MAP does not have a policy position on taxes.  However, we do know a
few things about the topic.  For starters, legislators on both sides
of the issue are telling us their decision on whether to stick with
the "no new taxes" plan or support tax increases will be shaped, in
part, by what they hear from their constituents. 

If you have an opinion on this issue, then now is the time to call

We also know a few other things about the budget debate.  For example,
without more revenue, funding for the regional training sites that
help schools around the state provide HIV and STD prevention education
will go away.  So will funding for HIV workplace education.  We also
know that plans to keep low income Minnesotan's from losing health
coverage and to keep it affordable depend upon more revenue.

Our friends at Minnesota Council of Nonprofits have asked us to send
along the attached message about joining a rally this Saturday at the
State Capitol if you support a budget plan that balances between cuts
and tax increases.

Take Action! Support the AIDS Walk

Paul Wellstone, who regularly attended the Minnesota AIDS Walk, always
called it the "AIDS March."  For him, it was all about organizing and
mobilizing.  Period. 

Well, the AIDS Walk is about that, but it's also about money.  Money
we need to keep services like MAP public policy in place.  We need
your contributions.  You can make one on line.

Senate May Act on Global AIDS Initiative Yet this Week

It looks like Senate Majority Leader Frist [R-TN] is going to bring
the global AIDS initiative that the U.S. House passed a few weeks ago
directly to the Senate floor for a vote, perhaps as soon as tomorrow
-- May 16th.  The move is intended to by-pass the Foreign Relations
Committee where it is expected a number of members would attempt to
remove restrictions that were added as amendments to the bill by
socially conservative House members.  This is "good news/bad news." 
It's good we are moving closer to putting some real money on the table
to fight the global epidemic, but it is bad that so much of it will be
spent on the wrong things.

CDC's New Plan for HIV Prevention a "Trojan Horse"

On the surface, the CDC's new plan for HIV prevention released last
month has a reasonable sounding appeal.  It encourages helping people
know their HIV status.  That was a key part of the CDC's previous
three-part prevention plan. 

However, it drops or at least significantly de-emphasizes two parts of
the old plan:  prevention education and linking those who are positive
to care.  Some would say in reality, this is just part of an effort to
dismantle the HIV prevention systems that have been put in place over
the past twenty years.  Hey, lets not mence words here:  it's about
de-funding groups that "promote homosexuality," risk-reduction
strategies to prevent infections through injecting drug use, or that
provide comprehensive sexual health education.
