Thinking the timing of recent observers who missed the Snowy Owl was too early in the day, I ventured my luck at dusk.  I stayed in the area of Dakota Cty. 59 and Hwy. 19 from 4:24-5:30.  A neighbor of the folks whose fields the bird frequents told me she'd been told by the home owner that west of the farm buildings at dusk was a good time to see the bird.  Snow Buntings were present, but after much trolling and peering into the darkness - no Snowy.
