This message should be of interest to those involved with the Internet and
politics, citizen participation, and government online.

I'll be one of many speakers at a conference titled "Internet and
Politics:  The Modernization of Democracy Through the Electronic Media"
which is sponsored by the Academy of the Third Millennium. The
conference will be held in Munich, Germany on Feb. 19-21, 1997.

Along with G. Scott Aikens ( http://www.dar.cam.ac.uk/gsa1001/ ), I'll be
talking about the lessons learned from the citizen-based Minnesota
E-Democracy ( http://www.e-democracy.org ) project.  I have placed online a
draft of the paper that I will highlight in my part of the
