CALL FOR PAPERS

Public Administration and Policy is to publish, in September 1999, a
special issue on Civil Service Reform in Hong Kong.

Submissions which address issues relating to this area are invited.
Papers may be geared towards policy review or alternatively be of a
more theoretical nature.

Specific themes which may be addressed would include:

·     The executive-legislature relationship and the proposed ministerial
system

·     Civil servants' terms of employment and the future of the
contractual relationship

·     Monitoring public sector performance, the Enhanced Productivity
Programme, government efficiency and cost-effectiveness, privatisation
and corporatisation

·     New forms of service delivery through privatisation and
corporatisation

·     Lessons to be learned from overseas civil service reform experience

Prospective contributors are requested to submit an abstract of their
papers to the Special Issue Editors, Mr Derek B Gould and Dr Grace O M
Lee, by 15 April 1999.  Articles should be between 4,000 to 7,000
words in length and should conform to the style used in contributions
to Public Administration and Policy. Shorter papers from practitioners
may also be acceptable. Articles should be submitted on floppy disk
(PC format, Microsoft Word) with accompanying manuscripts (2 copies)
by 15 June 1999 to:
