Drupal provides three modules that appear to be in active development (which is a good sign). DrupalChat module supports iflychat.com. Zopim Live Chat module (zopim) supports Zopim Chat service zopim.com. Live Chat module supports liveperson.com service .
I would investigate those services first to see if they meet the needs of CCE.It is important to note that in all cases, mobile device support is limited with all of these services. In most cases, using online chat service via website on a phone is nearly impossible. Olark appears to offer integration with mobile chat apps which may be of use. It appears Olark (and others) integration could be part of a Drupal subtheme, and thorough testing is recommended to ensure the online chat service does not interfere with other functionality of the Drupal platform. Implementing Olark via a subtheme may have performance consequences. It would be worth CCE's time to test it out before implementing it on a production site.
