The 1998 National Public Sector Productivity Conference: "Performance Measurement, Performance Improvement" Format: Online 2. The 1998 Exemplary State and Local Awards Program. Call for Registrants and Participation in the Online National Public Sector Productivity Conference: "Performance Measurement, Performance Improvement" November 1998 The National Center for Public Productivity, in cooperation with the Center for Accountability and Performance of the American Society for Public Administration, announces the latest in a twenty-year series of Public Sector Productivity Improvement Conferences. This "virtual meeting" will be conducted during the second and third weeks of November, 1998. It will address four major themes: Citizen-Driven Government Performance Communicating Performance Lessons Learned: Twenty-Five Years of Performance Measurement Comprehensive Approaches for Building Measurement Systems Each of the four sub-themes will be discussed over a period of two days. Discussion within each will be in response to three substantive papers presented on the Conference web site, followed by comments from three discussants. General registrants will then be able to add individual comments. For networking purposes, a list of all participants will include full contact information and their areas of interest. All presentations and discussion "archives" will be available to registrants on the website, and a synopsis of the Conference will be published in the PUBLIC PRODUCTIVITY AND MANAGEMENT REVIEW. Registration for the Conference is only through membership in the National Center for Public Productivity (see below). The 1998 Exemplary State & Local Awards Program The National Center for Public Productivity (NCPP) is proud to announce its annual call for applications for the Exemplary State and Local Awards Program (EXSL). Applications are due by October 1, 1998. Electronic applications are preferred, and may be submitted via the World Wide Web or Email. International applications will now be considered for the first time. The EXSL Program is sponsored by: --The National Center for Public Productivity (NCPP) at Rutgers University-Campus at Newark, --The Local Government Information Network, --The Section on Management Science and Policy Analysis of the American Society for Public Administration --The International Productivity Network EXSL was established by the National Center for Public Productivity and the Local Government Information Network in 1989 to recognize public initiatives that improve the quality of government services and operations. EXSL recognizes innovative projects and programs that have produced measurable increases in quality and productivity, significant cost savings, and improvements in the efficiency and effectiveness of government services. The awards are illustrations of creative approaches to problem solving across areas as diverse as administration and management, criminal justice, education, public works, environment, health and human services, housing, public safety, technology, transportation, etc. EXSL winners are featured in GOVERNMENT AT WORK: BEST PRACTICES AND MODEL PROGRAMS, by Marc Holzer and Kathe Callahan (Sage Publications, 1998). Criteria for Eligibility Nominations are considered for projects and programs which have positive impacts on state and local government operations and the communities served by those entities. Public agencies, as well as community based organizations which receive at least 50% of their budgets from public sources, are eligible to apply. Nominated programs must have been in operation for at least one year prior to the application deadline. Programs can be self-nominated or designated by an agency's chief administrative or elected official. Nominations are encouraged in all areas of state and local government, as well as school districts, regional authorities, community-based organizations, non-profit agencies and public-private partnerships. Previous EXSL Winners Recent award recipients have included such projects as: Affordable Housing * Teen Pregnancy Prevention * Volunteer Interpreter Service * Automated TB Surveillance System * Medical Care for Children * Fleet Management Productivity Improvement Program * Partnership for Long Term Care * Sparkling Water System * Schools in the Age of Technology * Management by Unreasonable Objectives * Prison Braille Project * Competitive Bidding for Municipal Services. The EXSL Application Procedure Applications must be submitted by October 1, 1998 to qualify for this awards program. Electronic submissions are preferred (see instructions below). Each application will be carefully reviewed by a distinguished panel of internationally recognized experts from the Section on Management Science and Policy Analysis of the American Society for Public Administration (ASPA) and the National Center for Public Productivity. A group of up to 25 finalists will be featured at the Ninth Public Sector Productivity Improvement Conference, to be held Online in November of 1998.
