Try ImageMagick's convert program:

If that doesn't work netPBM's tiftopnm and pnmtofits programs:

        ftp://archie.au/X11/contrib/utilities/netpbm-1mar1994.p1.tar.gz

When you build these packages you must already have tiff libraries
installed.
