Colleagues, Friends.

Here's an example of interaction among a real citizens' group initiative, a
political party playing a facilitatory and advisory role, and the "steam"
press (print-media). It's taken from a message to the electronic forum
"Direkte Demokratie" posted by Manfred Bauer <[log in to unmask]>.

There are at least four applications of ICT here (1) the provision of
political information relevant to the issue up for debate and decision
(www.gruene.bayern-landtag.de) (2) details of how to take part in a
"Volksbegehren" - people's wish or initiative (3) Background information
about the issue offered on-line (www.gruene.bayern-landtag.de) and off-line
(contact to ecology institute) (4) use of e-mail and the Direkte Demokratie
e-discussion list to spread the news.

According to a report of the Bavarian State Newspaper No.17, 24th April
1998, the Alliance90/Greens party group in the federal state (Land)
parliament has made extensive information available concerning the people's
initiative on bio- (gene) technology and food:

- draft law of the people's initiative
- draft law of the Christian Socialist Union (Bavaria's single ruling
political party)
- extensive comparison of both proposals
- reactions of associations and experts
- overview of how gene technology is used in agriculture
- information for food-store customers

In Munich you can sign the initiative at the following times

                                                 Donnerstag 9.00 - 17.00
                                                 Freitag    9.00 - 12.00

                                                Offices  are open from
                                                 9.00 - 20.00)

Please bring a valid identity document. The offices registering signatures
are in the District Administrations, City Information Office and in the
central election office (address given). Important: Outside of Munich the
hours when you can sign will be different.

(Translator's note: This public debate has been going on for some months.
In order for a referendum to take place, at least 10 per cent of citizens
eligible to vote must sign the list, approving the initiative, between 24th
April and 7th May.)
