Netfiles can also host files with controlled or open permissions, and do 
version control, but it is not really optimized for source code.  It 
does (I think) support WEBDAV, so development tools that support that as 
a VC might be able to leverage it.

(I'm not necessarily advocated for that as a solution, just pointing out 
that it could be considered an option.  Personally, I prefer CVS for 
most of what I need it for, but it is not as strong as some of the other 
solutions discussed when you are serving a larger audience.)
