It would seem that almost any CMS could do something like this. 
Hypothetically speaking, Drupal can do the "Send to a friend," "flag," 
and search functionality. It gets more "interesting" when you start to 
figure out where the CMS gets data from and how it displays those data. 
Also of interest, hooking into the U's auth system which is something 
others on this list can speak more intelligently to.
