Hi Mike,
you could give a try to FigureJ, an ImageJ plugin that was designed to
achieve this kind of figure operation (and more).

In FigureJ, create a new figure with dimensions of 8.5 by 11 inches at 300
dpi (new figure dialog)
Then choose 'open image', select your original data file.
Visually select the region to be scaled and press 'OK'. Done.
