Under INCOTERMS, the FOB designation only applies to transport by sea. 
We can ship by Ex Works (EXW), which should offer you the service you 
need. Your customs agent should be able to provide paperwork that would 
allow the transaction to occur without sales tax. 



I am sorry that Thorlabs wasn't able to make the order process smooth for
