Cheap and good image processing:

Besides NIH image and PaintShopPro (the latter is shareware) there is
also the excellent Image Tool for Windows95 that is especially designed
for microscopists and FREE. It can be downloaded from
http://ddsdx.uthscsa.edu/

The software will among other exceptionally complex things (with
regards to the fact that the software is free) allow you to count
elements and recognise borders.
P.S. The .PIC file must in most cases be converted to some other format
with for example Confocal Assistant.
